running in runlevel 3 would like to run Gnome System Monitor - Real-time Systems Reporting and Graphing

I would like to run this in runlevel 3, I know there is a way to do this

This is still possible. You can still start X in runlevel 3; it just doesn't start automatically as it would via runlevel 5. Use 'startx', open a terminal window, and run: gnome-system-monitor, or select System Monitor from Applications -> System Tools. Runlevel 3 implies no X usage, and in that case the closest thing to gnome-system-monitor on a command line that you're going to get is something like 'top' etc etc. 
change /etc/inittab vy editor abd you can change run level(Field 2) of 
# Run xdm in runlevel 5 
x:5:respawn:/etc/X11/prefdm -nodaemon 
* ------------> change 5 to 3
